Building Sustainability in HIV Responses: GBGMC and FHI’s Work Under HOP Funding
Through funding provided under the HIV Opportunity Program (HOP), Global Black Gay Men Connect (GBGMC) and FHI 360 have spearheaded critical initiatives to ensure the sustainability of community-led organizations supporting the HIV response. A cornerstone of this effort has been the formulation of the Sustainability Caucus, a multi-regional platform designed to provide ongoing support and expertise for community-led organizations in diversifying their funding streams and strengthening their resilience.
The Sustainability Caucus comprises key representatives from community-led organizations, advocacy groups, and stakeholders across various regions. Together, these members bring a wealth of knowledge and experience in addressing unique challenges faced by key populations (KPs) in the HIV response. The Caucus serves as a collaborative hub, fostering innovation in resource mobilization and advocating for long-term solutions tailored to the needs of KPs.

Key Achievements
Under this initiative, GBGMC and FHI have delivered targeted training to Caucus members and other stakeholders on diverse, sustainable funding models. These workshops have focused on:
- Exploring Alternative Financing Mechanisms: Participants were introduced to social enterprise models, private sector partnerships, and grant diversification strategies.
- Best Practices in Sustainability: The program highlighted successful models implemented by African-based CSOs, enabling participants to adapt these approaches to their local contexts.
- Advocacy for Policy Change: Training sessions also equipped leaders with skills to advocate for more inclusive funding policies at national and regional levels.
In addition, GBGMC and FHI facilitated consultations to identify gaps in the delivery of KP-specific services, synthesizing these findings into actionable recommendations. The results informed the creation of advocacy materials that empower KP leaders to engage in sustainability discussions with funders and policymakers.
Long-Term Impact
Through these activities, the Sustainability Caucus has laid the groundwork for lasting change in HIV programming. By equipping community-led organizations with tools for financial independence, GBGMC and FHI are fostering a shift away from donor-dependent models towards locally driven, sustainable systems. This transition ensures that key populations continue to have access to essential services, even in the face of reduced international funding.
The work of the Caucus is a testament to the power of collaboration and innovation in achieving UNAIDS’ 95-95-95 targets. With continued support and engagement, the Caucus and its members will remain at the forefront of ensuring a resilient and inclusive HIV response.
